A RESPONSE plan needs to be just that - how to ASSESS the event and the potential magnitude of the impact, what NOTIFICATIONS need to occur, how the response TEAM is organized and scaled, how to PRIORITIZE your objectives, and guidance for OPERATIONAL PLANNING. The plan should be guided by task lists to make it valuable to team members that don't live in the emergency response arena. Then TRAIN! EXERCISE! and UPDATE!
